Plan and phone out the door for this price and tax, yes.
They're perfect for an extra phone or emergencies, but they get you hard if you want to buy extra data.
I completed the whole process as instructed and ported my number from Google Voice to Tracfone. After more than 3 days waiting for the phone to activate on the network (which is what their customer service rep said the first two times I called to see why activation was taking so long) they said the number had ported in properly, now I just needed to fund my account and pay for service! They said they needed a PIN number from a service refill card (like you get at Walgreens) or needed my credit card number to bill me. I told them: "No, this phone comes with 1 year of service automatically." They responded that the phone did indeed come with a year of service, but they wouldn't activate the phone and actually give me any service until I bought a refill card or gave a credit card number over the phone: "Yes, but we need a service PIN from a card or you need to pay for a plan to activate service."
I went around and around with them for days, trying different customer service reps. No help. Everyone on the other end of the line is difficult to understand, both because of their accents and because they sound like they're on an old AM radio and have very poor audio connections.
After almost two weeks, I gave up. They had my number locked up, though since it ported in from Google Voice. I could not port it back out to a different phone company unless I activated service on Tracfone. They don't tell you they'll hold your phone # hostage like that. So I finally broke down and paid $10 or $15 for the cheapest plan possible, immediately ported out, and returned the phone to HSN, including the instructions and paperwork from Tracfone that clearly state: "this phone comes pre-loaded with 1 year of service. No service pin is required to activate. Service will be added automatically when you activate and port-in your phone number."
Tracfone is awful. Don't walk… run away from any "deal" TracFone offers. The time wasted and the risk of losing a phone number I've had for years due to their shell games and bait & switch tactics was more expensive than the "deal's" supposed savings. I want those 10+ hours of my life back, listening to lousy hold music and fighting on the phone with random customer service representatives twelve time zones away. More than one of them hung up on me when I read the "Tracfone instructions" page to them that said that I didn't need a PIN or a credit card to activate, and the phone came pre-loaded with a year of service. They are unprofessional and totally incompetent. But I guess you get what you pay for.
At least HSN took the phone back and issued a full refund. I'm still out the time and $15 for the service plan activation to port my number out of the lying, thieving Tracfone network.

If your Service is deactivated, your Service can be reactivated by purchasing and adding an Airtime Card. Once reactivated, your phone may be assigned a new phone number. Airtime which remained unused at the time of deactivation will still be available if Service is reactivated within sixty (60) days from the deactivation date, otherwise any unused airtime will be lost.
