I just called Boost , their customer service barely spoke English
got transferred to the cancelation department
the woman named Amanda told me that this is the price and the device is prepaid and I will not be charged if I don't use the device
If I want to use the device then I can buy a plan from their website.

I hope this helps

Just received mine. I will activate it on the $20 plan next week for a road trip, just to be safe from the non-activation fee. After that, I plan to cancel the service and use it as a power bank.

Yeah, this model is most likely to be discontinued. That's why they're giving it away for $1. However, they expect customers to use them with their service.
Boost Mobile/Dish Network will try their best to make people think they are required to activate the device but they don't. I'm aware there won't be any additional charge because I bought two Big Grin.
so what to do with it if we dont activate?

use it as an oversized powerbank?

what other sims can be used in it to make it a hotspot?
mint? freedompop?
How about boost's $10/month unlimited sim?

It's quite small. Not oversized at all. About the same width as my iPhone 12 mini, and shorter in length.

What are the cheapest options for unlock? Is there a code to buy, or a cheap short term activation?

Ah man, I didn't know how cheap it was to unlock it. I would have bought a second one for my friend, if I knew.

Just realized that the hotspot is sim locked to T-Mobile network, meaning a Boost Mobile sim card may work if it's on T-Mobile, may not work if it's on ATT network. Unfortunately I have the AT&T one....

No, it does not lock to T-Mobile network. You can use it on any compatible network with Boost mobile SIM card, or any compatible SIM card after the SIM unlocking.
I am using on att network now after the SIM unlocking

Unlocked successfully for Sprint and Metro PCS.. See attachments
MINT and VISIBLE but both said "Invalid Sim Card". All these cards are old and inactive so maybe that's why.

My order says canceled on boost website but got a notification by ups in the morning that it is on the way. Did anyone encounter the same issue?. Should I keep it or what. The order is basically canceled and there is no charge on my card but I'm still getting the order which is strange even though I cancel before they even shipped me. does canceled order binds me in any contract?

Hmm, mine says "SIM card is locked" then the textbox to put an unlock code when I put in a sim card I got weeks before...
