I was able to complete the order (the other day, tho) and i dont have a capital one card

It has to do with how some screens adjust the perceived brightness. PWM is just one method of adjusting brightness. Depends how susceptible you are to those kinds of things. Most people are not bothered by it. It's not dependent of the refresh rate of the screen specifically, but maybe for these Dell laptops.
Ordered the Lenovo but it is waiting to ship in august. May cancel and take this with cb and Amex for $600 or so instead of 800 for the Lenovo
