States can't run deficits. If you give a tax holiday, you have recoup that revenue by raising the tax rate or some other tax to cover it. No such thing as a free lunch.

I added the details for each state from OP to the Wiki. I only listed states with computer related tax holidays.

States laws require all authorized online and B&M retailers that are registered to collect tax in a state that has a sales tax holiday & open for business during the specified dates, to participate & not collect sales tax on qualifying items; exception is New Mexico.
  • Contact your state's Tax Dept. for help if you're charged sales tax on eligible items.
  • The merchant must issue you a refund; in addition, the merchant will pay penalties for violating state tax codes.
South Carolina and Arkansas have no dollar limits! Arkansas exempts iPhones.

No, you shouldn't be charged tax once the invoice is finalized (assuming you are under the limits for what is tax free). If you go look at your order summary online (assuming you ordered from Apple directly), you should not see tax on any authorized hardware.
