You also don't get nagging e-mails about using a different phone. It's only noted in your account under devices. I've never received an e-mail or text from Xfinity telling me I'm using a different phone.
You can sell the phone to another Xfinity Mobile user, you just have to let them know that the phone is tied to your account for 2 years. They can't use the phone to activate a new line, but they can use it on an already activated line.
You can also use the phone as a trade-in with another carrier. A lot of carriers don't require the phone to be unlocked for trade-ins.
Last year when Comcast had the "$30 off internet if you add a line promo" - I applied for that; initially ran into the same issue, but this time contact was with the Xfinity Internet side customer rep (since I was talking about the internet); he escalated to a higher level CS person who reviewed my account and raised the limit to 10.
You may need to find a way to escalate; if the CS tells you that you are at max approved, ask to speak to their supervisor / manager, and go up till you find a person who has the authority to raise the number of eligible lines.
Most of the plans are actually pretty competitive if you don't use/want a ton a data. Data is bullied as shared data and this is a good option for seniors who may not use much data!
It doesn't make sense for Xfinity to stop bill credits just because you're using a different phone. The goal of the free phone is to tie you Xfinity for 2 years. They don't care what phone you use as long as it works with Xfinity.

I'm currently on a Quad-play and looking to ditch the landline to lower the monthly bill. The decrease in bill might be enough to offset the new $15 by-the-gig plan with a new phone.

User Deviltaz's experience on the "nag" factor is different from mine; but that said, I have switched sims to other phones and been able to keep using it.
The only catch I've found is with regard to the phone being locked (which means you can't use other carriers); tied to your Xfinity account (which means selling to someone else to use on a Verizon MVNO isn't possible); about the only possible way to still use it is on yet another line or account on XM itself. Or keeping it unused until the 24 months are over and then getting it unlocked.
