You are correct, the 6950XT is clocked higher out of the box, and has a faster memory bandwidth compared to the 6900XT.
That said, its realistically just a better binned OCed 6900XT, so it would still be fair to call it a flagship.

iirc, 6*50 XT are manufactured on different TSMC node than rest of the 6*00 series

Shows $976 to me. And $750 (rebate shouldn't be considered in price) is not a deal for this card, rather MSRP. Waiting for an actual discount.
