If your budget is $600-750 then this is your best option new. The current price to performance on the Radeon RX 66/67/68/6900 (xt) line up is currently great all around.

If you have a $1150 budget then I would either pick up a RX 6900 XT for $700 or wait to see if you can find a 3080 for $700. If I'm reading the tea leaves right you will find GPU cards on sale in the next 6 months.

EDIT: If you live near a microcenter, you can find a $170 motherboard/CPU combo kit (b450 pcie 3.0 but slightly slower from 4.0 but great reviewed mobo) and Ryzen 5600 (equivalent to I5-12 gen which is popular deal on SD for $147). If you pair this $170 mobo+$260 GPU +$200 case/psu/ram/512gb m.2

This is a lower end actual "gaming card" so it's probably on par with the role of the GTX950 and GTX960 when it came out. Those cards MSRPed around $180-$200ish when they came out around 2015, which comes out to about $250 with inflation.

I built a PC back in 2013. My younger kids use it currently to play Minecraft mostly, but it kind of struggles. I wanted to upgrade some stuff for the future, but not spend a lot of money on it.

I know I need a new CPU, GPU and motherboard.

Is it a good idea to even reuse any of the other stuff based on the age?
750w power supply - will handle my needs
8gb 2200hz RAM - will handle needs for Minecraft for the time being
Cooler Master Hyper 212 Cooler

Reuse and wait til they die or just replace them now?

Input based on my recent DIY build.
CPU- Intel i3 gen 11 or 12 with igpu (gen 12 is prefer) . AMD 5600G ( don't know much of AMD). this recently had a deal in SD, like $140ish.
Ram - if yours is ddr4, then yes, you can reuse them.
PSU: should be fine if it didn't show any issue so far.
MB - get one supports your RAM and CPU.
CPU cooler : yours could be reused , but you need to buy the kit from cooler master specifically for the CPU SOCKET. Like intel gen 12 , it is LGA1700 socket kit. That cost about $9 at Amazon. Some 120mm cooler are cheap and work, like Deepcool, IDcooling, Thermaltight. May just get a new one or use the CPU's one( a bit noisy) . Need new thermal paste too if reuse the old one.

The CPU and MB alone probably cost $250-300. When putting the time and effort together, you may want to get a entry Lv desktop or Laptop instead, costs around $400.

You're a great dad for wanting to give your kids an upgraded system. It would be a great thing to reuse those parts with a 10th gen i3 which is quad core ($68) and motherboards are as little as $50.

For all who are on PCIE 3.0, this will run at PCIE 3.0 8x lanes and will bottleneck in some games. Just stay away from it unless you are on pcie 4.0 or 5.0

No, the bottleneck from PCIe 3.0 x8 on this card is negligible.
Techpowerup did a PCIe lane test that tested PCIe 1 to 4 at x8 with a more powerful 6600XT, and the difference between PCIe 3 x8 vs PCIe 4 x8 was only 2% at 98% vs 100%:
