The original (also cooler master) wasn't loud under normal use. It gets very loud under heavy load. (when it runs > 2000 rpm). The new cooler master is very quiet, I cannot hear it even when it is under heavy load, but it's also not spinning as fast.
I ran Cinebench before and after I replace the fan to compare the noise and CPU temp with the case closed:

Anybody else have this occur?
I did move the refresh rate to 60 instead of 59 htz and it seems to display a little better for color and clarity.

It sounds like maybe your machine didn't come with a Windows 10 software key pre-installed.You can get to Windows 11 with what Acer support is offering, it's just a two-step process, instead of your preferred one step.
Windows 11 is a free upgrade for all hardware-capable Windows 10 computers. There is no reason you should pay for it if you have a Windows 10 key.
And you're gonna want to get a spinner hard drive. 256GB isn't nearly big enough to run a Plex server AND house the contents. So either add an internal spinner or an external HDD (I'd go for at least 8 TB to make it worth your while)... or a cheap external NAS. Doesn't need much of a processor, if any, as this Acer would be doing the work.
And just my .02? Do some research on SiliconDust Home Run HD adapters. I got a "cable card" from Xfinity. They authorized my cable package to it. I pop it in the adapter... and then get it on my network. Plex recognizes it, scans the channels available to me... and then with Plex Pass, I can watch TV through Plex on the go... and even DVR channels (watch + record up to three channels at a time).

Also, if you can help it, don't go wireless. That's not causing your remote access issue, but... if you start streaming high-bitrate media, you could run into lag issues. If nothing else, when you're fast forwarding and/or rewinding through DVR'ed content, you want it to be as snappy as possible.
