I'd say it's a safe buy unless they want to rush the all-Mx platform.

Essentially, iPad mini is your portal into specific use case and everything up until the point of actually launching the app you need, should just be ignored IMHO to get the most out of this mini tablet.
Reading newspapers is certainly more pleasing on a 120hz screen, I give you that. But while reading books, you aren't scrolling as frequently, so it works wonderfully as a book reader. Watching videos / making video calls is also straightforward and 60hz doesn't harm the experience. Same goes for email, twitter, and social media, shopping apps, etc.
If they just fix the app spacing and icon sizing, I personally can live with 60Hz all day despite having a 120Hz bigger iPad Pro at my disposal.

Likely. Apple is gradually switching all their product lines to their own silicone processors, and even reserving some features (like stage manager) to IPads with M processors.
