No, its the rate of heat trasfer. I.e. the level (power) of the forced convection. Air frying requires high power forced convection relative to the volume being heated - i.e. high rate of heat transfer. You can have a large air fryer if the heating fan is appeopriately large to allow a high enough level of convection and therefore heat transfer.
Sure you can call a traditional convection oven an air fryer. Its just a very under powered air fryer which produces underwhelming results when used as an air fryer. Easier then to accept that its not an air fryer. Or u can accept it as a really crappy air fryer.

Basically a mini convection oven, not a real air fryer.
The legitimate air fryers force hot air through the food to more rapidly transfer heat and actually surface-fry your lightly-oiled food. A toaster oven with a fan doesn't achieve that, and should not be called an air fryer.
An air fryer is just a toaster oven with a fan. That's literally the whole thing. Like the entire thing. Just a heating element and a fan

That's like saying a Hair Dryer is an oven. While the components may be similar, how they are used is different. A toaster oven with a fan is typically convection where it circulates the warm air around inside the oven. An air fryer literally blasts your food directly with hot air, usually from above. This is akin to broiling a steak with a torch.

So how is the heat in a convection oven made? Then, how is that air moved?

The only thing that separate them is the size of the "oven" with smaller ones being marketed as Air Fryers.
You're juicy lips blowing on a slab of meat would definitely be called something other than an Air Fryer, regardless of how hot you think your breath is 😆
Most air fryers are small not because they need to be small to be called air fryers, its because at 1800W (max your 120v outlet can provide) it can only produce enough hot air to "air fry" a small volume of food. If you have enough power to produce enough watts of hot air you can have as big of an air fryer as you like.

Yes, it's called the large convection oven I have in my kitchen wall.
Large or small, they're ovens heated by convection. Of course the smaller the volume, the faster it gets the job done. But given the extra time, I can "air fry" just as well in my large convection oven as I can in my smaller countertop "Air Fryer", as I always do when making larger quantities for my family.
They can both "Air Fry" and are both convection ovens.
