yes, the legs can be stacked. Actually I am doing exactly this, I wanted to make have more space between 1st and 2nd shelves, so I bought extra shelf and will be using 2 sets of legs together.
when the weight is evenly distributed across the glass top, transferring through 4 legs to the ground, it could support 80lbs.

It is different from you place 80lbs weight plates in the middle of the glass and wish it would not break.
Fiy, glass is a dust magnet. I bought a tempered glass computer table and a small tempered glass t.v table a few years ago and dust collects so fast compared to a wooden computer table that I have which there is barely any dust on it even after 6 months.
