Absolutely correct. And not only lower powered GPU, the CPU has been throttled heavily, even during CPU only workloads. When other laptops with same CPU push over 55W to 5800H during CPU only workload, this capped at 40W, resulting very poor CPU performance. And regarding the GPU, Lp5 Pro's RTX 3060 beats it in almost every games at 1080p.

And somebody saying the price is great and 1st time seeing RTX 3070 at this price, may be start looking a bit harder. Currently there are multiple deals in here with far superior performance, i7-12700H and 130W RTX 3070 at this price. Gigabyte Aorus 15 from BestBuy is one of that.
