I am going with the Boltund V Box and Radiant Eevee just for the play mat.
If its a gift then how old is the person you'd give to ?
Broadly speaking younger kids are just happy with a pile of cards and so the more packs the better. Chances of getting a high end card is always there and really they usually just look for high HP cards without consideration of real play strategy. What I've seen is the elementary school age kids don't even know how to play the game and just trade cards based on highest HP or play a version of war with them (draw and higher HP wins). This age kid might talk a lot about how this card is good or better etc, but they typicaly just look at HP which isn't really the best or only measure of card use. Theres exceptions, some kids under 10 know how to play but if they do they are unlikely to grasp strategy too much.
If the kids are middle age or older then they might play the game for real. If they are active players of the actual game and build actual decks then they may care more about specific kinds of cards. that case would probably require input from a serious Pokemon player to say whats up with current card offerings.

I'm not necessarily looking to gamble but finding the most value (price) for the money. I know at the end of the day it's pretty much like lottery.
