If there's an option to pay directly through eBay and not paypal I'd recommend doing that to be safe. Most of the times these offers rely on being automatically triggered so if the charge shows as paypal it might not trigger or even qualify, even if it's for a ebay transaction.

Thanks. Received email from amex confirming I used the offer immediately after I completed the ebay purchase. I made sure the AMEX card was selected as payment, and not through PayPal.
