If you go mid Feb, you'll catch early blossoms. There are many winter festivals in February, also. You should be able to find many info about it.

I can second that February is a good time to go, although it will be quite chilly. My wife and I go every few years in February because we prefer the cold and it isn't as crowded at the tourist attractions at this time. The last time we went was 2019 (mid February) and there was still snow scattered around the streets of Tokyo. It was not unbearably cold but definitely want to make sure you have good shoes and a thicker jacket.
The trains are equipped with heaters that will warm you back up quickly. But there are only a few things more satisfying than eating a steaming hot bowl of ramen after exploring in the cold.
We are working out dates and hoping to go the third week of February!
