I'm sure TTI specs materials and heat treatment for their tools and it's probably different than what Harbor Freight is paying for.

Yep. Even if two widgets come off the same mold in the same factory, there could be several different manufacturing processes and quality control checks that differ between them.

Harbor Freight is great at capitalizing on this with people that may not know any better, simply because they offer a product that looks similar.
