This is a PD charger. Either your phone supports the PD protocol and requests as much power as it is designed to handle, or the charger will default to 5V.
Not really, some people do need the 2port charger.

Almost all phones which advertise any "quick charging" capabilities OR has a USB-C charging connector can handle voltages higher than 5V. That's essentially the basis of quick charging. The phone circuitry negotiates with the power supply to decide what is the highest voltage/current the phone can accept and that the power supply can supply.
Of course 5V is the standard of USB-A but there are other technologies from Qualcomm and other suppliers to provider higher voltages than 5V, again after some circuitry negotiations.
