There is fine print around most recent sapphire product as well as no bonuses in the last 48 months, but the short answer is yes, you'd need to close/downgrade. Beyond that, you may or may not be eligible for the bonus.

Just called 800-436-7970 (the us number on the cards back), mentioned I was approved with $60k bonus points and the new 80k points promotion to the costumer representative. She took a couple minutes to research and came back stated that she's gonna note my account and I will be qualified (after $4k spending). No further action is needed.

Due to business amex use I can get a personal Amex Platinum with a yearly $150 discount (so total $695-$150) as long as I keep the business one as well. So under same price level, which one would be more interesting, this CSR or AMX platinum?

Any airline. Travel credit will also be applied even if u bought a train ticket or a bus pass. I got my travel credit after buying tickets from Google flights.

I got my last bonus back in August 2018 (the statement due day in Sep 2018) and I cancelled my prior CSR card in Sep 2022. Am I eligible for this offer again?

How soon can I get the new card on hand as my next trip is coming up in 14 days.

I guess you are confused here. CSR card always had annual fee of $450. The $95 annual fee is the CSP card. CSR give 50% extra bonus to book travel through their portal where as CSP gives 25% extra.
The 100k point deal was in 2016-2017 if I remember correctly. This is the second best I have seen

you would be surprised how easy those $300 credits being used even you are not planning to travel. I used mine on parking fees, uber and public transportation tickets through out the year.
