TL/DR - it prevents water from being sucked in to the motor and yes yours is defective. It should never block the flow if you're sucking up dry debris.

hope this makes sense. The center part that does the "sucking" has some plastic cylinder that can move up or down. When I turn on the machine, the cylinder sometimes moves up and blocks the vacuum (rendering the vacuum not useable as it will not suck anything) In order to prevent it from sliding up, I used some wire to stop it from moving up. Is there an explanation for this? am I using it incorrectly? or is this defective. Thank you for any input

I dedicated this shop vac to liquid. It hangs on the side of the garage and is ready to combat spills, rug cleaning, old pets, and leaks.
I have a stainless Stanley vac, the professional vacmaster, and the Walmart HART. The hart has by far the cheapest motor of the group and the highest pitch whine. It's the only vac that smells like hot wire insulation. It's very lightweight. It has NO SEAL on the power head where it sits on the stainless tank. It is a cheaply built homeowner vac and I do not expect much of a lifespan on it with any regular use. It looks nice but I would compare it to the lowest end of the shop-vac line (which I won't buy ever again). Still, it's a good backup wet vac for $30-40.
