Take it from experience, as cool as a stainless shop vac looks, you want something that can take a beating without getting dented. Get a plastic one. The stainless is paper thin on these things.

I have no experience with this vacuum, but every wet/dry vac I've ever used has some version of the hose plug in a little cage just before the motor. Usually it's a plastic ball. Anyway, it's purpose is to float and as the water rises in the vacuum, the ball or cylinder will float upwards until it gets close enough to the top that it is sucked in to the motor entry hole cutting off all flow, and preventing you from over filling the vac and suckling water into the motor.

TL/DR - it prevents water from being sucked in to the motor and yes yours is defective. It should never block the flow if you're sucking up dry debris.

I'm kind of laughing at myself. I bought the $29 deal last year (without the car cleaning kit - currently $36.65) and it's still in the unopened box. I guess that's what happens when you have both ample storage space and a Slickdeals mindset.
