Some thoughts:
1. It IS all plastic but not flimsy. You can flex it if that's your intention.
2. You WILL hear the fan when you dip into the GPU. Was not intrusive for the 5 of us sitting around the dining table each with (different) laptops open. If possible, you may wanna take a listen before purchase.
3. Performance was more than acceptable but we're also not running the latest games with raytracing or Crysis. The 1080 screen helps in this regard.
4. Keyboard is illuminated, which is nice, and there is a number pad. I don't personally care for number pads on laptops but I won't be using this one, my friends will.
5. No USB-C charging. Not a deal breaker for me but something to consider.
6. It's not light. Not workstation replacement heavy but more heft than I was expecting for a plastic laptop.
For my purposes, throw down laptops for friends that I can have preloaded and updated it's perfect. Will pick up a few more this go round.
Hope this helps.
8 core/12 threads. Nice.
Gotta remember that there are people and families that can't afford top of the line.

HP Victus is designed for budget gamers. Don't expect great quality or features. Though it does have USB-C DisplayPort 1.4 which is rare for budget gaming laptops.
GTX 1650 is the lowest GPU available in Victus series. Therefore this laptop is for the ones who also play non-AAA games. Heavier gamers should look for something better. At least start from RTX 3050.
