YMMV but Citi Merchant Offers tracking is horrendous in my experience. 1/2 of my UberOne credits and 1/4 of my regular Uber credits was never compensated. Spoke with customer service on 3 separate occasions already and all they tell me to do is wait. Been well past 2+ statement periods and I still don't have my credits
E: Updating this comment to say that I've finally been compensated for those missing credits. Citi customer service is awful so it took forever. truly had to apply the "squeaky wheel" method for this
I don't think Costco Citi has Citi Merchant Offers at all
Why don't you buy two $150 bestbuy physical gift card and pay your item with those gift card.

Same happened to me last year with this BBY deal. Had to get CS to manually approve.

Sorry to hear about your problems. So far it work pretty well for me, one thing I like Citi more than Amex is you will get offer on multiple cards instead of only one in Amex.
From my experience with these citi offers, it shows up about 1-2 months after you complete the transaction. I think it has to do with you potentially returning the items. Amex just take the money back if you do return. Citi just doesn't give you month until the return window has pass.

Bestbuy gift cards are probably purchased via a third party site like CoinStar or Blackhawk.
Edit: I have 10% back up to $25 on my Chase Sapphire card too, but not on Freedom.

I think it work for physical card, not egift card, it is better to buy it at store instead of online, so far it work for me.
