The reason membranes aren't know to make such loud noise is because they generally don't actuate all the way to the chassis. If you have a low profile membrane the keys can hit the chassis and then it's pretty noisy depending on the chassis material. If you have no orings they will probably hit the chassis.
The clicking which tactile keys do is inside the switch mechanism itself. A tactile switch has a 'bump' in the mechanism which essentially forcefully stops your key press until you travel over it. If you press slowly you will feel where you actuate unlike a linear key which just goes straight down smoothly. Actuation force tends to be higher on tactile because you have to press the whole mechanism into activation. Some switches have an extra piece inside the mechanism that "clicks" when it is fully traveled. Blue has a click and a bump. Brown has a bump and no click. Red has neither bump nor click.
High actuation force can be fatiguing. Lower force like on red and silver can help accentuate mistakes because accidental presses actuate quite easily - it's hard to "fat finger" a tactile switch.
At this point there is a hundred different colors of switch that have different actuation force and different amounts of tactility so enthusiasts can fine tune their exact comfort.
Most enthusiasts also dampen and/or lube their switches to reduce noise.

Not Cherry-brand switches, but considering that Cherry switches are $0.38 each in bulk, that's not surprising.
Seems unlikely at this price, one of the Q&A said it might be.

For $15 it has to be better than a membrane so I'm going to give it a shot.
