If they just want to collect: Get a set that has some kind of special holo cards and a bunch of booster backs.
I think the Elite Trainer boxes might be something to get them once they get into it a bit and start making their own decks.

I was about to do that but decided to try a different agent first. She credited it no problem! The 14 days doesn't apply for holiday purchases- they have a thing on their website, I had to sent it to the first agent he had no idea

Currently, the Charizard UPC is better value-wise. All promos are worth about $50 together. So you get $2.50 per pack.
Arceus didn't even crack the overall and official Top 30 popularity poll last year. No brainer if you're choosing between the two UPCs.

Depends, what are you looking for?
if the newest set, the silver tempest booster bundle (6 booster packs for $17.95) is a nice option.
Otherwise if you're looking for a cross-section of a few different sets, I'd go with the Pikachu and Zekrom-GX Premium Collection (10 packs for $29.99 along with a promo + oversize card) - that box in particular has what looks to be evolving skies, chilling reign and battle styles inside.
If you're looking for a cheap stocking stuffer, the poke ball tins have the Pokemon GO set in them, 3 packs for $9.74 - about as good as you're going to get on a per-pack basis since they aren't sold individually.
