I buy these semi-regularly. It seems like they're always posting new designs super cheap like this... Probably to boost their ratings?
Some of the pages aren't the best. I prefer side loading ones with felt backing, but for this price it's sometimes worth it to buy the binder and replace the pages if you're picky.

You can't really replace the pages in this one - built in with no clips. I only put my spare cards in it.
For quality, I would go with binders over $30 (leather and better pages). Rings might damage the cards tho so I always go for ringless version.
