Wow that worked! I will rep. you. In case the SD link above doesn't work, after you login as SmartSeed says, copy and paste this URL in your browser. https://tps.fidelity.com/tps-api/v1/redirect-to/turbo-tax-cd?fidelityContextCode=oltx
Then I logged into Intuit. It showed up as $105, but I did the trick someone else suggested to add a random Intuit product to the cart, then delete it. Then I was able to check out for $5.41 (tax in TX).
i got so many messages about this. let me answer you all here once in for all. you need to go the beta view to see the offer.
I have the premier offer under the beta view, but when I click to the turbotax website it still gives me only $20 off, even though fidelity says premier for free w/ state. Called Fidelity, they know about the issue and said to wait until the new year as they are working on the problem.

The download version can be installed on 5 devices. Each install includes 5 federal e-files and the ability to download the software for 1 state. However, there is an additional fee to e-file the state. Sometimes I think Intuit makes it confusing on purpose.
Can someone confirm this? I chat with TT online and I am told download version has one state efile free, and additional state efile is $59/state.
Am I the only one still having a problem with getting the states for free in the online version? Instead of resolving itself, the system is now telling me it's $59 per state (instead of the $39 I saw in January).
ETA: I called Turbotax for one of my kids. They are telling me to pay the $59, then request a refund. Very annoying.
Second Edit: I kept clicking around within the Turbotax account and finally the state fee changed from $59 to $0. So incredibly glitchy!
Do you use efile for state returns? If so, do you get at least 1 state efile for free?

For my kids, I used the online version and their state efiling was free (after the initial glitches). One of them had to file in two states, and both were free.
For my return, we used the download version which includes software for one state, but not efile. The efile for state was $25, so I am just going to print it and mail the state forms in.
