I don't believe that. I just ordered 2 from the website and received codes within 10 minutes. Looking through my history I've bought a total of 5 (including the 2 just purchased, although the other 3 were purchased at $44.99 ea.) All using the same CC.

Yeah exactly. CSRs almost surely were referring to the 2 at a time limit. Not 2 in a lifetime.

Following up on my prior issue with all Costco gift card orders getting cancelled.

Turns out I did have a very old mailing address associated with my Costco account, even though my wife, who is the primary member, had our correct current address. I had to go in store to member services, who was able to correct my address. This was confusing because I could order other physical items, and they would be accepted/delivered just fine, but all gift card orders would be automatically cancelled. Hoping my Costco gift card order woes are now over!

For this deal, I was able to snag the in store deal , getting the$100 Nintendo egift cards for just $80.
