Oversized phone, but lacking in storage, refresh rate, and cellular connectivity. "Hey. Let's make a highly portable device, but charge an arm and a leg for cellular radio!" And it's a tiny tablet sized, it's competing against mobile phones. "So let's give it horrible storage options and a refresh rate that no one in their right mind would accept on a phone!"
It's literally the worst of both worlds. I can't think of a use case for this instead of a large phone. Even some of those have styluses.
So now you have a cute, adorable little ipad to carry around your home, so you can pretend to be all business and professional as you walk from your kitchen into your living room. Your daddy would be so proud.
Or just save $100 and get a larger version that does exactly the same thing.

I read that the use case is mainly a tablet usage i.e. reading ebooks, surf the web, taking short notes while on the go WITHOUT LOOKING like a fool who brings computer to places. I honestly don't get them but whatever. I love my 12.9 iPad Pro and 9th gen iPad!
I got it to read manga and gaming for the portable size, great for gaming but HORRIBLE for reading manga. Probably the worst jelly lag ever experienced on any tablet I've ever owned.

Second this. This is one of the worst tablets or screens in the last 15 years of my life using any kind of gadget. I cannot believe they sold this with the issue. I am currently using it on a trip and just hate it so much when I scroll anything to read.
I use a z fold 4 as my primary phone and this ipad mini is utterly garbage compared to z fold 4. I would definitely say the older ipad mini was better in terms of both look and feel.
I really hope this is getting refreshed soon

What about the Mini 5? That was decent at the time, no?
Once the iPad mini 6 goes down to $299.99 or less, I'll trade in my 9th gen iPad 64GB to save $ upfront.
Who knows when exactly. Hopefully sooner than later. Technology is growing fast.
