First off, extension cords are not for permanent use. Next, the 16 awg wiring is thinner than what is in your home circuit. A 15 amp circuit should have 14awg and a 20 amp circuit should be 12awg. Then on top of that, you shouldn't exceed 80% continuous load; I.e 15 amp circuit is 1440 watts.

The real risk with these 16 awg cords is when paired with a high draw devices, They can quickly heat up the cord and especially so if it's a long cord since you'll deal with voltage drop which results in the "motor" pushing more amps to make up - Ohms law stuff.

Want to use your coffee maker or microwave outside with this? Bad idea.

Need to use a light power tool for a short time? Ok

Want to use to extend holiday lights? Perfect use.

I assume that "tough" means it can withstand some abuse, like stepping on it. At least it should not fail after you stare at it for too long.
"light duty" in terms of current is not so light, after all - more like a term to exclude hair dryers.
