This would be a good place to put the cat.
That's exactly what I was thinking about using it for. Maybe cut an entery at both ends with some vinyl flaps as doors for the stray cats outside. I already got a 2 story wood cat house from Amazon for $130, where one cat uses the bottom and one uses the top. But strays are all over, and it gets very cold here.
