Get the fan; it's a really good deal. That's the newer model from this deal:
https://slickdeals.net/f/15951505-2-pack-ryobi-one-18v-4-0-ah-compact-battery-charger-kit-one-hybrid-fan-99-free-shipping
Except instead of 2x 4AH battery + charger for $99, it's 1x 2AH battery + charger for $30.
Gonna quote a user from that thread on runtimes (using a 4AH battery, so ~ halve them for the 2AH battery)
Since it's "hybrid", that means there's a male plug underneath where the battery goes in, so you can plug an extension cord into it and into the wall to run it off normal house outlet power.

I've purchased at least 15 blemished items from Direct Tools Outlet. All were new in either plastic or retail box. The two times I risked purchasing reconditioned items I got away with it, but they were haphazardly dumped into a huge generic box with no protection whatsoever. That told me it was hit and miss. Others here have reported bad experiences with some reconditioned purchases.
That has everything you need to get started. Then maybe try to find a deal on two of the stronger 4ah batteries
Reconditioned = used - someone's return that they just sell again. Some are worn out, some arent. I got a reconditioned angled nailer. It looked like someone bought it, used it very heavily for several weeks and then returned it. Pressure was low, nail area was all gummed up from the nail glue so uneven force driving nails. Had to do a deep clean, lubrication, reset of pressure. Didnt look like there was any reconditioning done at all.
Your choice whether the lower cost is worth it to you. It wasnt for me. I want my tools to work when it arrives, not for me to fix it first.
What's good then

Actually the same type of thing happened to me a few weeks ago on eBay. I bought a supposedly new WEN 2250 inverter generator from a seller with a spotless reputation. The box immediately smelled funny when I brought it inside. Everything looked perfectly new and fine when I opened it up. But sure enough when I tipped it sideways during inspection, oil leaked all over the place.
