In my experience with TF chat is the only way to get things done, so it may not hurt to try now.
IF you have TF rewards points you probably have an inactive TF account that can be reactivated, or have an active account to which you can add a line.
(TF limits 5 active phone lines per account).
Verizon acquired all the TF brands about a year and a half ago and it's integrating the new brands so things may have changed by now.

You're correct. Phones can only be activated with credit card payment or service PIN purchased from Tracfone eBay store or other retailers (or a transfer from an existing active line). Points can't be used for activation.

I've done 2 upgrades with Fi with similar promos over the years and this will be my 3rd.

Yes existing customers qualify.
The activation date is the date the new phone activates the pSIM or eSIM phone and data.
The promo will show up as check marks under billing tab, it can take a few hours for it to show check next to "activate".

Fi does family plans differently, where you need to add a member by sharing their google email and them going to that link and setting up service. While the original main member still being responsible for payments. Unlike other carriers where they don't care if you have 4 numbers under 1 email account.

I understand, but just sharing here.

But, as I said in my posts here regarding this, it has not been my experience just a few days ago.
Points were used for activation of an inactive Tracfone phone with its own Sim that did not have a phone # assigned to it.
It was inactive in my account in the Tracfone system for a few years, listed only by its IMEI #.

Perhaps, things are different now that Verizon is in charge.

I'm guessing no one's orders have shipped out yet, right? Knock on wood, my 2/3 order still shows Feb 20-21 delivery date. Hopefully that doesn't change.

You can monitor the credit card that you used for the order. Right now it probably has a hold/authorization for the order amount. When it actually changes to a charge, your order is shipped the same day or the next day. I have alerts on my credit cards for charges, so I usually know when the order is shipped.
