The iPad 3 was only the third generation "real" tablet, back when tablet technology was improving dramatically with each new generation. Both the hardware and the software were still rapidly developing. Now, just like with PC's and Smartphones, tablet technology has largely matured. So there is very little real difference between generations for most users.
Look at the iPhone 13 vs 14 - almost zero difference and iPhone 14 sales reflect it. The market is not willing to replace a phone simply to get crash detection and even more obscure, satellite emergency calling - for those times we're stranded out in the wilderness in a remote park.
Clearly Apple struggled to do a real "iPad 10"… so they punted and did an iPad Air Junior in pricing with what should have been real iPad 10 features AND real iPad 10 pricing… and kept the iPad 9 as the mainstream user iPad.

…and back on the topic of the OP, I was able to get my order in for $240 before Tax using the method of adding the Logitech accessories ( pencil, case/keyboard) and then removing them after the order was placed.
As reported by others the offers didn't show or work when I was logged in to my Target account via a web browser ( phone or PC, Edge or Chrome). What ultimately worked was for me to use the Target app. I put both accessories, but iPad and pencil were for shipping and case was only available via store pickup. After placing the order, I waited 2 mins and cancelled the accessories and this is what I got:

this evening I listed my rarely used Samsung tab s7 (was thinking to trade it in for a s9 something but thought, y? I never use it.). Much superior hardware. But it's inferior software made it essentially a paperweight for me.

The old one is still working flawlessly, FWIW. These things have really long lives.
