If your membership lapses, your voucher does not expire. Your voucher expires after 12 months. Let's say you sign up for one month $3.99 You can buy the vouchers and get Zelda but make sure do not sign up for that until closer to when Zelda launches. They sign up for one month before you use the next one.
Also to make everything more slick, I only purchase eShop gift cards when they're on a deal. Second, when I redeem them, my Nintendo switch account address is some random Google address I found in Oregon. 0% sales tax.

Literally all the gameboy and gba games announced today for Switch where available on Wii U through eshop. You could even get Metroid Prime Trilogy, the Wii version through eshop. Did any of that come over to Switch after purchasing them? Nope. So if you Switch dies in the future and you have the next console not real likely you will ever have access to your purchases unless you pick up a used Switch at that point.
