I have the 6600xt version and it's the loudest card I've ever owned at default settings. I just run MSI afterburner in the background with a proper fan curve set to fix it. The card runs very cool in general and after the tweaks to the fan curve the fans max out at about 40% while the card stays in the low 60c.

For people afraid of the MSI rebate, I did a MSI rebate recently from a MSI motherboard Newegg purchase. Followed all instructions and received my rebate check in the mail in a month, cashed it with no problem. The only thing odd about the process, was someone at MSI personally wrote out the check, not the usual automated checks or rebate cards, but again it cashed out no problems.

Rebate took me about 6-8 weeks (though to be fair this deal went live before the holidays, so that might've impacted processing time). Arrived as a prepaid mastercard, which was annoying and extremely wasteful for $20 bux. But otherwise pretty painless.

I have this card. Yes, it's kinda loud. People have said you can quiet it down a bit by using MSI afterburner and setting a custom fan curve to limit the maximum fan speed. I haven't done that yet and can't comment.

6650xt is basically an overclocked 6600xt. It is a mid generation refresh, the hardware is the same. It performs better for additional wattage used.

I could be wrong but I thought the 6650 had more Cuda cores and memory speed, aside from a slight overclock.

No. With a 300W PSU, you need something that doesn't use an auxiliary power connector. Maybe a 6500XT can come without it. The RX 6400 typically has no 6-pin or 8-pin.

Nothing wrong with the fans, have the 6600 and all you do is use afterburner to set a specific fan curve. It's not super easy because you need to sample each pwm percentage to get the related rpms and do that with all, so 10,20,30 etc. Then plot out a proper curve with temps. It's quiet then. Also you need to enable fan zero stop or whatever I figured it out eventually
