No, you're not limited to only Windows Store apps. Come on, that was never the case.
64 bit emulation has been out for over a year now.
There is an official Win11 build for it.
Lack of 5G is overblown. Midband is just starting to appear in most places and is almost all DSS/NSA which essentially is just LTE-A on a 5G carrier. It's got a SD X24 modem, which is CAT20. It's 4x4 MIMO and 5CA, so up to 20 streams and is spec'ed up to 2 Gbps download speed. Obviously that's not going to happen but it can do several hundres Mbps easily and I do it regularly on AT&T. Some act like if it's not "5G" it may as well be 56K dialup.
VPN woes, Windows built in VPN is fully functional and has all features. Cisco Anyconnect and Palo Alto GlobalProtect have ARM64 versions and are by far the most common clients.
Lastly, yes, there can be driver compatibility if the developer hasn't fixed it.

It is definitely not for gaming or processor heavy media editing. But I'm using it to edit via photoshop, lightroom, VLC (all ARM64 apps), Audacity (emulated but works awesome), Firefox (ARM64), spotify (ARM64). I haven't really run into many compatibility issues (but I know what I'm using and not trying to install any weird x86...)
Battery life has been great. I even installed a new 1tb 2230 ssd, which was super easy and increased my space and read/write speed.
Cons:
No headphone jack (so stupid in a productivity device)
60hz screen (wish is had the 9's 90hz screen)
No keyboard included (and I still don't love the kickstand on my lap)
No Chrome ARM64 app

Okay...someone tell me what these really expensive Surface Tablets are for. I'm missing something.

Grossly obsolete and given the age of this model, avoid unless you've got money to throw away just to try and play with different technologies.
Open box at bestbuy $300~ would be the smarter buy.
And yes, not 100% x64-bit regular PC app and drivers compatible, so don't complain when something doesn't work - there is NO workaround.
At the $500-600 price, the sp7/7+ on sale would be better buys.
By comparison, Apple is all in on ARM (with no new x86 product launches since late 2020), and they priced their first gen MBA and MacMini competitively compared to Intel models.

Windows still has people shipping new 32bit software that could run on 15 year old computers. They have enterprise users running in-house software that was written on windows 98 and has just been strung along since then.
Microsoft doesn't control the hardware anywhere except the Surface line. They can't leverage developers by saying "this is what is coming, in X years, all new windows computers will use Y hardware, so start porting your software today"...because Dell can still build x86 systems as long as they want. And MS can't pull the "well we'll stop supporting it in Windows" card because they depend on windows licensing revenue and need to be able to support old hardware.
The most annoying thing about my SPX is not so much that certain software doesn't run (I expected that when I bought it)...it is that certain software doesn't exist in Windows ARM version...but the same exact software is available for Apple M1 ARM (and sometimes even linux ARM). Like...I know they are not identical but come on, clearly your software compiles on ARM!!!

So I don't get why people have so much hate. You don't buy F150 to race on track (unless you are a Florida crackhead on I-4) as well as you should not buy coupe to run a farm or work in construction.
Personally, I'd get yet another Macbook Air on M1 or M2 (and I do hate the Windows both work and leisure), but if you need a Windows machine for office tasks, with long battery life, why not? Even by Windows standards 16Gb is more than good, screen is also nice. Be sure to get some extended warranty, as these Surfaces are not repairable.
If you treat this like a chromebook, only using web browsing, youtube, cloud apps, youll be fine. But this isnt a replacement to an x86 laptop or desktop, its more of an accessory with how WoA is right now. For $570, id avoid this still.
It isn't perfect--wish I had an SQ2 or SQ3 chip (if this deal were for the SP9 ARM with the SQ3 chip...I'd be sold).
The form factor was a nice upgrade over my SP5. The built in LTE has been great for use as a travel device. I don't use the pen much now that I am done with grad school, but the integrated rechargable pen is a way better setup than the old surface pen. Unfortunately looks like keyboard/pen not included in this deal price.
Battery life and portabiltiy have been great. Enjoy using it for reading long PDF/Word docs for work. Great airplane machine (fold the keyboard away and you don't have to put it away for takeoff and landing, LTE lets you stay connected at the gate before you takeoff and airplane wifi kicks in).
The SQ1 arm support is...mixed. It does 95% of what I want, but there are some apps that just aren't an option because of the quality of the emulation layer. SQ3 would help this a lot. My day to day stuff isn't a problem, but there are a couple of things I'd occasionally like access to that just don't work well. The big 2 are RStudio and Plex. Plex kinda works but is very slow and choppy (haven't tried alternative apps yet). RStudio used to be a total no-go since it only has 64bit releases of current versions, but I haven't tried it since switching to windows 11 which adds a better emulation layer (but not as good as SQ3).
Other things I've mostly tried to adapt to finding ARM native apps--I don't use it for heavy lifting so it is mostly OK. It works with my corporate Citrix setup, so all of my work apps are available.
Also while the LTE modem has been awesome to have (my work pays for the mobile service, but I think I'd pay the $$ even if it came out of my pocket), the switch to 5G is going to quickly deteriorate the service. Between a 5G modem and the much better SQ3 chip, holding out for a newer SP9 ARM might be better.
