You want to use a UPS for your PC or devices. This is more of a battery for using a small electronic on the go than for saving a device from electrical surges and quick power outages.

From what I understand, this has an unacceptable delay switching to battery however you can use this behind a UPS which would give you best of the both worlds (as long as your UPS doesn't die in milliseconds). I am not sure how well such a setup would work though.
I already have an ebike battery that I would try to hook to my UPS with a pure sine inverter during blackouts. If that fails, I'll try this. My home networking is behind a UPS and it only works an hour at tops on battery.

I think 30ms is too long, that is why you need to daisy chain it with a dedicated UPS. The plus side, you wouldn't need to change the acid battery often on the UPS.
