You can- I've seen YMMV reports about how many days you need to wait between cancelling and new application though.

Same happened to me. I had done a product change of my Sapphire brand to Freedom two days prior and went in today. No luck. The rep tells me that you have to wait 48 months after closing to apply again, which was totally out of whack. I will wait a few more days before trying again.
If you're product changing, the requirement is a minimum of 4 days.

It must be 4 years (48 months) since you last received a signup bonus for the card, so if it's not quite 4 years since you originally opened it you'll need to wait longer.
Once it's been more than 48 months since you received the SUB then yes you can cancel (or slightly better, downgrade) your CSR and get a CSP SUB.

The 48 months is just for Sapphire family cards? I just received bonuses for the Chase SW Business Performance and Priority cards. I had a CSR for for 5 years, cancelled in 2022, and no Sapphire card bonuses since 2016/2017. I should be okay?

You can just downgrade to a second freedom or flex. Or you can see if the Slate card is an option.
you can make appointment online. I got an appointment for the next day. I opened the card today and they told me they expect this bonus offer to stay on for a few more days at least.
I know. My branch online says 9am only is all that's available. Which doesn't work for me.

A second freedom would get you another $1500 quarterly cap in the 5x categories- some folks use this to get 5x in later quarters by floating spend (for example buying grocery store or gas gift cards in those quarters for use in later quarters without the bonus)

Yup should be fine (as long as you otherwise qualify for a new chase card under things like 2/30 and 5/24)

Just know that canceling will require you to wait a month before becoming eligible. Product changing only requires waiting a few days.

I got the same email, and a single expedited card showed up as expected. Probably just a quirk with their system.
