My Capitol One card has no foreign transaction fees but my Discover charges them. It just depends on which card you have.

I only keep it for these deals at this point. When I got it my credit was shit so my interest rate is like 28%.

But when I've tried a few different items in my cart and make sure my Discover card with pleny of Cashback $ was set as payment method - but I didn't see any discounts applied. What items are valid? and how can I tell if I got the $20? Thanks.
