tldr: Needs to be a ported in number. GV works (create a new gmail account, pay google $3 to port out). People who dont care about the 12 months mint service can just discard the activation kit and treat this as a $289 unlocked phone.

The price diff that I would have to pay more if I get Unlimited in the beginning was $60, but it looks like I'll have to pay $120 to move from 10GB to Unlimited after activation.
Is there any way I can pay just $60 and get Unlimited for 12mo?

I ordered it again with paypal later that evening and double checked my shipping and billing address. Got the "Just double Checking" email again. Then in the morning I got the same email from Paypal and Mint saying I am getting refunded again. I got fed up and decided to now try paying for it without paypal and by then the deal was out of stock in the morning.
So this is my new attempt to try to see if it will go through without Paypal. I never got a fraud alert from my Citibank and from reading the past comments in the previous post I am not the only one who had this issue as well. Some ppl even had a different shipping address and billing address that paid with paypal and their orders went through.
