I read if you're in Oregon, you can get the model 3 for as cheap as $26k with all the state and federal incentives. Crazy good deal.

This typically is done with manufacturer leasing incentive. The Federal tax credit is factored in as part of downpayment.
I don't imagine the overall lease terms would be favorable but that would depend on lender. In Tesla case there is no buyout option at end of lease (which is a dealbreaker for me personally). Not sure Tesla offers $7,500 leasing credit. I assume no.

And why 100% cash, that's good enough time to get approved from Tesla finance and then re finance later
