I paid $10 more for these a couple weeks ago. I'm in the middle of a build and was going to try these at 3600 CL18 when I'm done.

Frankly, the difference is going to be a wash, and may not be worth the trouble to overclock.

The 32gb 3600 cl14 is also on sale for $45 off.
The t-create stuff is nice, pretty low profile. I fit it under my push pull rad, though your mileage may vary.

1.2V at CAS 22 will mostly be equal to 1.35V at CAS 18. However, these will be a very YMMV trial error on the overclocking.
