It depends on your network design and use case, but for most people it doesn't matter either way you go. If the combined devices you put on the new switch don't use more than the 1Gbps bandwidth of the uplink port to the upstream switch, then it largely doesn't matter. There is a little extra latency added by having an extra link between a device and the Internet, but this rarely matters in a home network.

You do lose 2 ports using 2 switches though, so make sure you count that. You would end up with 14 usable ports instead of 16 with the 16 port switch.
