retail keys you can put on a new system if the previous one is retired/breaks, but one license can only be active at a time, cant use it on multiple systems simultaneously
also seems to be a digital key only? i nwhich case youll need to make a bootable drive with a questionable windows download online, heidoc seems legit but its not official microsoft still.
Youcan find these on ebay for $40-50$ sealed retail copy's which are much more likely legit than these keys which are highly likely to have been pirated keygen keys. they may work but microsoft knows when you are using a bad key

you can make a bootable usb drive of windows online from...microsoft.com lol
as for the oem thing maybe, but it's one of those not enforced things afaik, ms just always said they needed some breakpoint after which you have a new computer, and they chose the motherboard. otherwise you could replace the whole pc piece by piece and never have a new pc and keep using the same copy of windows forever. it used to be all you had to do was ask and theyd waive that policy. i honestly dont think ms is all that interested in policing windows in 2023, if not ten years ago. they know every person running it benefits them.

So, the address kept going to them without the state filled in. I'm not sure why the seller couldn't just get that info from the ZIP, but regardless, my state wasn't there and they wouldn't process. Turns out the address at the top of my PayPal list didn't have the state. I had to look closely to notice and choose another one of my addresses from the list that had the state. Then the order processed, no problem. Just giving you a thought based on my experience with using PayPal and an order not working.
