Why? It seems like a good set for automotive work to me.
Totally agree. This is an odd set.

If the ratchet was a 20V this would be an amazing set. It's the mix that makes it odd.

They are probably banking on getting mechanics into both their 12v/20v line at once. I don't know why DeWalt doesn't just kill the 12v line already, no-one with more than one brain cell is going to pick 12v dewalt over the M12 line. Dewalt has shown very little interest in getting the 12v line even close to M12's technology and sheer amount of tools. This is coming from someone who is 90% dewalt.

And the tools aren't that much smaller. Really no point. I do have the drill and impact and barely use them. Also not a fan of the battery latch

Or it's a kit made to get people into the 12v lineup... Not a weird move at all

I bought into the DeWalt 12v Max line shortly after it first came out thinking they would expand it. Instead, they basically abandoned it while Milwaukee went ham with their M12 line, which is a shame because the few 12v Max tools I have are awesome. I bought the 3/8 impact in November 2012 and the drill, impact driver, and reciprocating saw in October 2013 and have been waiting for them to die so I have an excuse to switch to something else, but everything, including all four batteries, still work like new.

This isn't 2012. Dewalt has put alot more effort into their 12v line in the past 2-3 years. It's only at Lowe's and gets nowhere the attention of M12. M12 still has a deeper bench but Dewalt is putting out more great 12v tools all the time.

I think most are reading too deeply into it. Most likely a simple business related decision to move inventory packaging one less attractive tool with an ok one at a seemingly good price trying to appeal to gen pop.

The concept is to let people know that the 12v/20v use the same chargers, so it gives the impression more 12v tools are.on the way.
