I think on these cases heat dissipation should be higher point than easiness to swap. I have one with the fan and one without and even though it's easier to swap the fabless one gets much hotter if used for longer than few minutes of constant transfer. There's extra two screws on one with fan but since I don't swap drives in and out that often it doesn't bother me that much.
For good heat dissipation without fan it should have aluminum body and fins and thermal pad contact in between instead of plastic casing.

SABRENT has theirs for $26 which accepts 2230 as well. Aluminum case with a thermal pad. I'd personally spend a little more for a reputable brand on this one. I bought the SABRENT recently and like it but also needed 2230 size.
