Rumors are that there will be better trade-in values for older Samsung phones than the positively anemic offers earlier in the year and in late 2022.
Weeklong deals should start Monday morning on May 15 and run through til Sunday, May 21. Daily deals start and end at 9am Eastern Daylight Time, while flash sales with run from 12-4PM ET.
It's not known what phones will be eligible for trade-in and their values.

With the Samsung event, the base S23 costs $799.99, and they allow $390 TIV for the base S22. Out of pocket cost is ($799.99 - $390) + 9.15% sales tax = $447.50. So it costs almost $450 to upgrade from a base S22 to a base S23. Blah!
There's a Fi deal for current Fi member. The cost to buy a base S23 breaks down like this:
* Buy a $10 BYOP FI SIM to become a Fi member. You'll get $10 in Fi credit, so the net cost is sales tax on the SIM, let's say $1.
* Wait a few days for FI to recognize you as a Fi member, then order a base S23 for $399.99 + sales tax. For my location the total is $437.39.
* You're required to stay with Fi for 4 months, at a cost of 4 x ($20 + taxes & fees) = around $108. If you used a referral code (widely available), you'll get $20 Fi credit after 30 days of service. Net cost $108 - $20 = $88.
Doing the Fi deal, your total cost is $1 + $437.39 + $88 = around $527. It's $80 more than doing the Samsung Event deal, but you still have your S22 to use or sell. Currently you can sell an unlocked 128GB S22 in flawless condition for $282 to WeCellTrade. Probably around the same price at many other places.
You don't have to use the Fi service if you don't want to. Just take out the Fi SIM after activation, stash away the Fi SIM (do not use it in another phone), and use the S23 with the SIM of your current provider from Day 1.

Apparently, the company policy is not to run steep discounts for the time being, so the marketing team is tasked with making hype and a lot of smoke with no fire. They have been trying to offload S23Us with "enhanced" tradeins for Mother's day. They didn't hit their marks so they are adding $50 credits for future purchase. They are also throwing in some minor bundle deals such as the buds2 for $10. All in all, they are maybe sweetening it an extra $100_$150.
They won't change the MSRP, as they'll have to deal with all the major retailers. They will keep offering fake(inflated/reduced) trade-in values just to make it all come out at their target margins.
If you NEED a phone, this is better than walking into a store and picking one up at MSRP. If you're not in a rush, there will absolutely be better deals coming in a few months. Whether you should wait depends on what you find valuable; if the idea of shopping bundles (extra buds, watch, tablet, etc) is appealing, you will probably do well to wait. But if you're looking for straight up cash discounts (lower msrp/higher trade-in) I wouldn't expect you to do better than an extra $300 max by waiting til Q3/Q4 compared with the cutrent deal. So if enjoying the new phone for an extra three or more months is worth less than the $300, by all means resist the temptation and wait.
P.S if china lays a finger on taiwan, all bets are off. You can expect your next flagship to cost over 3 grand.
Ended up purchasing it for $258 (with tax) after $250 trade-in of S8, which I got on Ebay for $70. Essentially, I paid ~$330, and that's before the CB. Not too shabby.
