Next time you do an oil change grab a small wire brush and clean the threads inside the pan. Go ahead and get a replacement drain plug too, they're cheap. Every time after that replace the copper washer and you should be fine. Don't over tighten the drain plug. Hand tighten the plug until it stops then go ½ a turn with a wrench. That's all it needs

Does the HP Brushless Cordless 1/4 in. Impact Driver has enough power to do that? we tried using a BLACK+DECKER 20V MAX Lithium-Ion Cordless 3/8 in. Drill, but it failed...
Also, is the HP Brushless Cordless 1/2 in. Drill/Driver a power upgrade to my black decker 20V? this RYOBI drill is 18V so I'm confused

I wouldn't use an impact on a drain plug, even to loosen it. It shouldn't be so tight that you can't undo it with a hand wrench. If it is you tightened it too much last time.

Don't ever use an impact wrench for that. You're asking for trouble.
Use a breaker bar. And when you tighten it, use a torque wrench to spec.
