As others mentioned, all bags are a fee and their gate agents are financially incentivized to charge you for more bags. I got a couple bagels from Einstein's in the airport for myself and family and they wanted to charge me $99 for additional carry-on because I had my backpack and Einstein bag.

I was under the impression that these need to be booked the day before the flight using this pass.
Frontier might be using the buyers for free money or to further optimize their flight schedules to minimize seat wastage on flights.
