Yes, but if you use Google Voice when in Wifi, you can stretch that out (assuming you're in Wifi most of the time).
I've done these a couple years in a row, haven't run out yet (but I'm careful). ~120min/text/MB per month average keeps you on target, many months I use zero each.

Only one thing stopping me from upgrading to this phone.
No NFC.
My current phone has it, it is used for fare payment on my local commuter transportation system.
The 2022 and 2023 models have NFC. So will buy one of them if offered at a similar price in the future.
I have the previous version (4G); if this had NFC would probably be enough to coax me into buying it with 6+mos left on my current one, so I'm mixed about how I feel about the feature being excluded 😃 (I really like the previous one & I'm really gentle with phones, but the specs look a bit nicer here).
If you're asking about the 2023 version, then AFAIK it's MediaTek [ie, crap]; I believe Lenovo [Chinese company that bought Motorola from Google, after buying Lenovo a few years earlier from IBM] changed over to MediaTek cpus on all their phones for 2022 & onwards, at least it seems that way from when I was comparing newer to older models. Got to boost those profit margins now by cheapening the product now that they've made a rep for decent performance! 🙄
I have this phone. My only real complaint is that the RAM routinely gets bogged down and I need to manually clear it. I'm still running it on Android 11 and have resisted the available upgrade to Android 12.

You might have been looking at the non-5G version with the MT, the 2022 5G has the QC chip.
